NOTICE OF PUBLIC HEARING
RELATIVE TO APPLICATION
BY THE TOWN OF MOUNT OLIVE
FOR FUNDING UNDER THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974, AS AMENDED
Notice is hereby given that the Town of Mount Olive will conduct a public hearing on Tuesday, September 24, 2024 at 6:00 pm, or as soon thereafter as the agenda will allow, at the Town Hall at 114 E. James Street, Mount Olive, NC 28365 relative to the intention of the Town of Mount Olive to apply for FY 2024 CDBG funding under Title I of the Housing and Community Development Act.
The Town of Mount Olive intends to submit an application for a grant of approximately $3,000,000 in CDBG Infrastructure funds for the rehabilitation and replacement of approximately 12,000 linear feet of existing deteriorated sewer lines, including new service laterals between the sewer lines and the right of way line. Work will take place along portions of the following Town streets: E. Hillsboro St, E. Nelson St, S. Church St, S. Johnson St, N. Johnson St, Oliver St, Gordon St, E. Slocumb St, E Kornegay St, Milford St, E. Williamson St, E. Pollock St, S Jefferson St, N. Jefferson St, E. Main St, E. James St, Cobb St, Silver St.
The following is a tentative list of proposed activities and an estimated budget. The final application will be reviewed at the public hearing.
Infrastructure Improvements - Sewer Line Rehabilitation Estimated Budget - $2,700,000
Grant Administration Estimated Budget - $300,000
Total CDBG Grant Request - $3,000,000
The proposed project will provide benefits to approximately 220 households and 470 individuals, approximately 67.35% of whom are low and moderate income (LMI) individuals based on door-to-door surveys of each residential housing unit. No individuals will be displaced, nor will any require temporary relocation assistance as a result of the proposed project.
Citizens will be given the opportunity to provide oral and written comment on the Town’s past and proposed uses of CDBG funds at the public hearing. All interested citizens are encouraged to attend.
If additional information is needed, please contact Jammie Royall, Town Manager, at 919-658-9539. Formal written complaints or comments concerning the application process that are submitted to the Town Manager prior to or following the public hearing will be responded to within fifteen (15) working days by the Town Manager. A copy of the completed project application will be available for public review after September 30, 2024, at the Town Manager’s office at 114 E. James Street, Mount Olive, NC 28365.
